NITAAC CIO-SP3 Small Business Contract

Fast, Cost-Effective IT Contracting Available to All Federal Agencies

As of July 2012, Mission Critical Technologies, Inc. (MCT) is a prequalified, small-business prime on the Chief Information Officer Solutions & Partners (CIO-SP3) Small Business (SB) contract.  This flexible, rapid-response vehicle is administered by the National Institutes of Health (NIH) National Information Technology Acquisitions and Assessment Center (NITAAC).  The focus of this 10-year indefinite delivery, indefinite quantity (IDIQ) contract is to:

  • Provide government agencies a mechanism for quick ordering of needed IT solutions and services at equitable and reasonable prices.
  • Give qualified small businesses a greater opportunity to participate in these requirements.
  • Give government agencies a mechanism to help meet their socio-economic contracting goals.

Which Agencies Can Order Services Through CIO-SP3 SB?

Any duly warranted federal government contracting officer (as that term is defined in Federal Acquisition Regulation FAR 2.1) in good standing with the appropriate contracting authority is authorized to issue task orders under this contract.

What Types of Projects Can Be Tasked?

CIO-SP3 SB was designed initially to provide contracting for healthcare Information Technology (IT) solutions and services.  However, any qualified government contracting authority can use it to task MCT for any type of IT effort in Task Areas 1, 2, 8, or 10.  Tasks may be awarded as all types of Fixed-Price, Cost Reimbursement, and Time-and Materials (T&M) pricing arrangements.

Chief Information Officer (CIO) Support - such as portfolio management, Enterprise Architecture planning, and cloud migration

Digital Government - such as Web development, mobile deployment and cloud computing

Software Development - such as agile teams, porting legacy applications to the Web and cloud, SQL database integration, Web 2.0 development, security and cryptographic applications

Easy, Web-Based Ordering Through e-GOS

NITAAC has developed the Electronic Government Ordering System (e-GOS), a Web-based task order processing system, to allow customers to perform fair opportunity in accordance with FAR 16.5 and to integrate workflow management, electronic document management, and aspects of customer relationship management (CRM) to enhance process efficiency, and improve data/information integrity.  Customers, contractors, and NITAAC staff are required to use e-GOS to participate in the task order process by registering as e-GOS users.

The contract not only provides for stipulated labor rates but also for prompt payment terms to vendors, further ensuring effective performance and cost efficiencies.
